In recent years, the Coast Guard Region 4 Command has adopted numerous innovative and decisive measures in IUU fishing prevention and control, particularly by renewing dissemination methods through vivid and intuitive activities, such as mock trials, leaflet distribution, and communications at fishing ports and wharves, thereby raising fishermen’s awareness and sense of responsibility.

The Coast Guard Region 4 has coordinated and exchanged more than 260 pieces of information with relevant forces and local functional agencies regarding IUU prevention and control, and promptly investigated and handled serious violations, transferring related dossiers to competent authorities.
It has also maintained close coordination with Naval Region 5, the An Giang Provincial Military Command, Border Flotilla 28, and other local forces; and effectively participated in the 4th bilateral meeting on the hotline mechanism with the Cambodian Frontline Tactical Command, thereby enhancing international cooperation in combating IUU fishing.

In addition, maritime law enforcement forces have diversified communication methods. Officers and troops have directly visited fishing ports, fish markets, and wharves to provide legal education, instruct fishermen on using vessel monitoring systems (VMS), and raise awareness of IUU prevention, contributing to positive changes in fishermen’s behavior and compliance with regulations.
The working delegation highly appreciated the outcomes, innovative approaches, and sense of responsibility demonstrated by Coast Guard Region 4’s troops in implementing IUU fishing prevention. The unit’s operations have been conducted comprehensively and effectively, focusing on dissemination, inspection, supervision, and coordination with coastal localities and relevant agencies.

During the peak month, dissemination work has been enhanced in tandem with the application of information technology and digital transformation. Border guard and coast guard forces have closely monitored fishing vessels entering and leaving ports, coordinated effectively, and handled violations promptly and properly.
The delegation requested the Coast Guard Region 4 Command to further improve the quality and effectiveness of legal dissemination to fishermen, aiming for sustainable removal of the European Commission’s “yellow card” warning.
