PANO - A recent civil defense exercise on preparedness for severe storms, super typhoons, and search and rescue (SAR) operations in Ninh Binh province featured a series of close-to-reality training scenarios designed to test command, coordination, and emergency response capabilities.

The first scenario focused on preparedness and response to severe storms and super typhoons. Activities included receiving and disseminating storm warnings, issuing maritime restrictions, directing fishing vessels to safe shelters, organizing mooring arrangements, assisting residents in reinforcing houses and warehouses, evacuating people from high-risk areas, and establishing a forward command post to direct response operations.

The second scenario centered on search and rescue operations involving people and vessels that had sunk or drifted at sea and on rivers, emergency response to fire and explosion incidents occurring during natural disasters, and the establishment and operation of a field hospital to receive and treat casualties.

The live exercise was carefully structured, involving the coordinated participation of various forces. All activities closely followed the simulated scenarios while effectively integrating theory with practical implementation and applying the "four on-the-spot" principle. The exercise was conducted with absolute safety of personnel and equipment.
