Deputy Political Commissar of the Coast Guard Region 4 Command Senior Colonel Nguyen Thai Duong said that the unit wants to make legal education more accessible and engaging. Digital transformation allows every fisherman to carry a “law library” in their pocket, ready to use anytime, anywhere.
The conference not only conveyed legal information, but also fostered genuine conversations between coast guard officers and fishermen whose whole lives are attached to the sea. Colonel Le Van Khanh, Head of the Division of Crime and Violation Prevention and Control under the command, emphasized, “Dissemination isn’t just reading documents. The key is helping fishermen see real benefits from law abidance. Once they understand, they will follow the law willingly.”

In recent years, the Coast Guard Region 4 Command has implemented diverse and creative measures, from mock trials and leaflet distribution at fishing ports to using digital tools with QR codes, to make legal information more visual and accessible. These efforts have greatly improved fishermen’s awareness and compliance.
Fisherman Nguyen Van Lam, owner of a fishing vessel and a resident of Ham Ninh Commune shared, “I understand that violating anti-IUU fishing regulations doesn’t just get me fined, it affects the reputation of the entire nation’s fishing industry. The QR system is convenient for everyone to check anytime. I’ll remind my crew-members to strictly comply.”
Similarly, Trinh Thi Kim Thuy, another fishing vessel owner residing in Quarter 9, said, “They showed us how to scan QR codes to learn about the laws. I commit not to violating foreign waters, to protect our profession and our community’s reputation.”

Every law-abiding fisherman is an extended arm of the State at sea, a crucial link in removing the European Commission’s “yellow card” warning against Vietnamese seafood. As awareness rises and violations fall, it will send a strong message to the world that Vietnam is determined, responsible, and transparent in building a modern, sustainable, and globally integrated fishing industry.
