He emphasized that the Ministry of National Defense highly values the close coordination and strong support of the Ministry of Foreign Affairs for international integration and defense diplomacy in recent years, which has contributed to the comprehensive, synchronized and innovative implementation of defense external relations.
Senior Lieutenant General Hoang Xuan Chien affirmed that, within the overall framework of Party diplomacy, State diplomacy, and people-to-people diplomacy, international integration and defense diplomacy have proven to be an important channel contributing to the maintenance of a peaceful and stable environment for national development, the establishment of a strategic balance in relations with partners, the building of strategic trust, the enhancement of Vietnam’s international standing, and the protection of the Homeland early and from afar by peaceful means.
Senior Lieutenant General Hoang Xuan Chien highlighted that the Heads of Vietnamese overseas diplomatic missions appointed in 2025 are experienced diplomats who have devoted many years of service and made significant contributions to Vietnam’s diplomatic sector, including valuable and direct support for defense diplomacy. Therefore, he believed that they would continue to strive to successfully fulfill their assigned tasks. He stressed that their efforts would help strengthen Vietnam’s diplomatic relations with countries and international organizations, contribute to maintaining a peaceful and stable environment, and mobilize resources for national development.
He also expressed his hope that the Heads of missions would continue to pay attention to, provide guidance for, and create favorable conditions for Vietnamese Defense Attachés abroad to fulfill their duties effectively, thereby contributing to the successful implementation of the overall tasks of Vietnam’s overseas representative missions.
At the meeting, Standing Deputy Minister of Foreign Affairs Nguyen Minh Vu extended his best wishes to Senior Lieutenant General Hoang Xuan Chien and the Ministry of National Defense on the occasion of the 81st anniversary of the founding of the Vietnam People’s Army (December 22, 1944 – 2025).

Standing Deputy Minister Nguyen Minh Vu emphasized the close and traditional cooperative relationship between the Ministry of Foreign Affairs and the Ministry of National Defense, and expressed his appreciation for the effective coordination of the Ministry of National Defense in recent years.
He reaffirmed that international integration and defense diplomacy constitute an important channel within the overall foreign relations framework of Party diplomacy, State diplomacy, and people-to-people diplomacy, and are continuing to expand in both scope and depth.

For their part, the heads of Vietnamese overseas diplomatic missions appointed in 2025 affirmed that, in their respective positions, they would make every effort to promote defense cooperation between Vietnam and host countries.
