During the meeting, the Vietnamese defense leader highly appreciated the Vietnam - Laos defense cooperation in recent times, noting that it has continued to develop in a substantive and effective manner and remains one of the important pillars of the relationship between the two countries.

He emphasized the important role of office work within the administrative apparatus, and acknowledged and commended the close coordination between the Offices of the Defense Ministries of the two countries in advising and coordinating with relevant agencies to implement assigned tasks in recent years. He described this coordination as an important bridge in bilateral defense cooperation, and highly valued the sharing and exchange of experience between the two offices in professional fields, such as clerical and archival work, application of information technology to office operations, and professional activities related to the electronic information portal.

Lt. Gen. Phayvanh Chanthaphomma expressed his sincere thanks to the Party, State, military and people of Vietnam for the great support and assistance they have consistently provided for the Party, State, military and people of Laos. He informed General Vinh on the outcomes of the talks held earlier the same day with Lt. Gen. Nguyen Viet Tuyen, Chief of the Office of the Vietnamese MND. He affirmed that the two offices would continue to coordinate and support each other in implementing the cooperation contents that had been agreed upon, especially in advising the leadership of the two defense ministries on the implementation of the cooperation plan in 2026. He also expressed his hope that the two offices would continue to receive support and favorable conditions from the leadership of the two ministries in the time ahead.

Based on the contents agreed upon by the Offices of the defense ministries at the talks, General Vinh proposed that in the coming period the two offices continue to study and focus on sharing experience and improving the quality of office work, administrative reform, and research; enhancing the effectiveness of advisory and recommendation work for the leadership of the two ministries in order to effectively implement the Protocol on Defense Cooperation for the 2025–2029 period and the annual cooperation plans between the Defense Ministries of Vietnam and Laos; and strengthening exchanges and  visits, mutual assistance, and personnel training.

The Vietnamese defense leader affirmed that the leadership of the Vietnamese MND will always support and create the most favorable conditions for cooperation between the two offices.

Earlier the same day, Lt. Gen. Nguyen Viet Tuyen held talks with Lt. Gen. Phayvanh Chanthaphomma, during which the two sides assessed the coordination outcomes. They stressed that the two offices have effectively coordinated information connection, and provided advice to assist the the two defense ministries in leadership, direction, and management of agencies and units in implementing cooperation across various fields.

They affirmed that the cooperation contents in recent times have been highly effective and practical, in line with the cooperation plans and the direction of the leadership of the two ministries. The two sides agreed to continue maintaining and strengthening cooperative relations in the coming period, contributing to preserving and promoting the good relationship between the two countries and the two militaries.
