Giang emphasized that Vietnam always attaches importance to consolidating and strengthening traditional friendship with the Republic of Azerbaijan, which was cultivated by President Ho Chi Minh and President Heydar Aliyev and generations of the two countries’ leaders and people, and was upgraded to a strategic partnership in May 2025.

The Vietnamese defense chief said that the people and military of Vietnam treasure the great support and assistance that Azerbaijani people gave to Vietnam in the past struggle for national independence, freedom, reunification and current national construction.

He affirmed that bilateral defense cooperation has been implemented in line with the directions of the senior leaders of the two countries, the two Ministries of National Defense, and the signed documents and agreements. He highlighted achievements across fields, particularly all-level delegation exchanges and contacts, especially high level ones, and defense industry. He also emphasized mutual support and participation in international defense exhibitions hosted by each country.

An overview of the talks

Gen. Giang suggested that based on the signed documents and agreements on defense industry cooperation, the two sides accelerate the signing of cooperation documents on defense industry to establish a legal framework to further advance cooperation in this field in accordance with their needs and capabilities; enhance delegation exchanges at all levels; support and coordinate participation in defense industry exhibitions organized by each side; boost ties in military trade, research, production and technology transfer and high-quality human resource training.

Noting that Vietnam will host the third Vietnam Defense Expo next year, the Vietnamese minister respectfully invited the Minister and leaders of the Ministry of Defense Industry of Azerbaijan, along with Azerbaijani defense enterprises, to visit, attend, and display products at the event.

For his part, Minister Vugar Mustafayev emphasized that his visit demonstrated the further strengthening of defense industry cooperation between the two countries. He highly appreciated the long-standing and historical cooperative ties between Vietnam and Azerbaijan in many fields such as economy, energy, trade, and engineering with defense industry cooperation as a highlight.

The Azerbaijani Minister affirmed that Azerbaijan stands ready to promote cooperation with Vietnam in the agreed areas, especially in defense industry cooperation, on the basis of each side’s interests and needs, thereby contributing to the increasingly substantive and effective development of bilateral relations in the future.
