On October 6-7, 7,800 troops and vehicles from Military Region 3, together with those from local Border Guard forces, evacuated 3,674 households with 3,829 people and their property to safe places. They also helped residents reinforce houses, vessels, and clear fallen trees.

Meanwhile, Military Region 1 mobilized nearly 3,600 personnel to evacuate people from flooded and dangerous areas and to overcome the aftermath of Typhoon Matmo and its circulation. Eight hundred troops from Army Corps 12 helped strengthen a 1.5km dyke section in Hanoi’s Soc Son commune, evacuate 120 households with 520 people in Thai Nguyen province, and harvest 3.5 hectares of rice in Bac Ninh province.

Also on October 7, the General Staff of the Vietnam People’s Army issued dispatch No.5741 directing units to pro-actively respond to heavy rains and flooding caused by Typhoon Matmo’s circulation.

Accordingly, Military Regions 1, 2, 3, and 4 were directed to closely coordinate with local authorities to review risk-prone areas, promptly detect landslide or flash-flood threats, and relocate residents to safety, while ensuring the absolute safety of troops.

Units were tasked with securing depots, barracks, weapons, and equipment, ensuring logistics and technical readiness, and preparing materials for rescue operations. The Air Defense - Air Force Service and Corps 18 stood ready to deploy aircraft for search, rescue, and supply delivery to isolated areas. Viettel Group and the Signal Corps were instructed to maintain communication in high-risk areas and use UAVs to monitor critical zones for early warning and timely solutions.

In Thai Nguyen province, a working delegation of Military Region 1, led by its commander Major General Truong Manh Dung, inspected and directed flood response efforts. Prolonged heavy rains had raised water levels of the Cau River. Hundreds of troops were mobilized to reinforce dykes and relocate people and property to safe areas. Gen. Dung praised their efforts and ordered continued close coordination with local authorities to ensure safety during operations.

In Thanh Hoa province, heavy rains on October 6 night and October 7 morning caused multiple serious landslides along National Highway 15C and some residential areas, killing two people and blocking traffic. Ten Tan Border Post under the provincial Border Guard Command quickly deployed 25 troops with local forces to conduct search and rescue operations. By the morning of October 7, both victims had been found and handed over to the families.

The post also teamed up with authorities of Muong Lat commune to evacuate local households from landslide-prone areas. The post also deployed forces at key areas around the clock to take timely response.

Meanwhile, engineering and border guard forces of Thanh Hoa province cleared roads to restore traffic in some landslide sites.

In Bac Ninh and Lang Son provinces, prolonged rainfall led to severe flooding. On October 7, Division 3 under Military Region 1 deployed hundreds of troops to help evacuate residents and property. In Kep commune, Bac Ninh province, Regiment 2 assisted locals in moving belongings, while in Huu Lung commune, Lang Son province, Regiment 12 helped evacuate residents from dangerous areas.

In Hanoi, continuous heavy rain flooded many streets, including section of National Highway 70 near Tay Mo flyover. The Division of Administrative and Logistics Affairs under the Staff of the Vietnam Coast Guard sent three rescue teams, with 12-15 members each, to use rafts to transport hundreds of residents and goods through flooded zones.

On October 7 night, the Office of the National Civil Defense Steering Committee issued Order No.462 to mobilize vessels from the Vietnam Maritime Search and Rescue Coordination Center to search for a missing fisherman after trawler TTH 96329 TS sank following a collision 52 nautical miles off Da Nang city. Three fishermen were rescued, and one remained missing. Ship SAR 631 and forces from the Border Guard, Navy, Coast Guard forces and Hue City Civil Defense Command were dispatched for search operations.
