Also on October 5, the General Staff issued dispatch No.5714 to direct all units to closely follow storm developments and ensure the safety of barracks, depots, and construction works. Forces and vehicles must be prepared for timely, effective response and to guarantee absolute safety for personnel and equipment.

Military Regions 1, 2, and 3 were ordered to direct province and city-level military commands to coordinate with local authorities to ensure safety for people and property in coastal and island areas, and to evacuate residents to safety.

The Vietnam Border Guard Command instructed coastal units from Quang Ninh to Ninh Binh to review and guide all fishing vessels to safe harbors, strictly prohibiting people from remaining on boats during the storm. The Navy and Vietnam Coast Guard readied search and rescue (SAR) forces, while the Air Defense - Air Force Service and Corps 18 stood by for airborne rescue operations.

Affiliates of Military Commands of Ninh Binh and Hung Yen provinces were tasked with protecting dams and irrigation systems. All units in possible flood-hit localities were requested to maintain around-the-clock readiness, coordinate closely with local forces, and ensure smooth communication to minimize losses.

Two inspection teams from Coast Guard Region 1 Command checked storm shelters and coastal units in Quang Ninh province. The Command’s affiliates were directed to observe duty regulations, review contingency plans, and coordinate with local authorities in storm response.

Facing the storm’s complexity, the Border Guard Command under Quang Ninh Provincial Military Command launched an early, pro-active response plan. It deployed 65 boats with 260 troops to guide fishermen to safety, ensuring 7,442 vessels with 14,848 crew-members reached shore safely. Local border posts worked with local authorities to inspect key areas, prepare evacuation plans, and set up shelters with food supplies for displaced residents.
