Across multiple military regions, thousands of officers, soldiers, and vehicles were mobilized to evacuate residents, conduct search and rescue operations, and restore essential infrastructure.
Military Region 4 deployed nearly 25,000 officers and soldiers with 558 vehicles of various types. Their efforts included repairing 2,445 homes; cleaning 155 schools, 40 medical stations, and auxiliary facilities; clearing 12 landslide sites with 1,930 cubic meters of soil and rock; and reinforcing 2,350 meters of riverbank. Troops also helped residents harvest 22 hectares of rice and remove fallen trees, contributing significantly to stabilizing local livelihoods.

The Border Guard Command dispatched nearly 700 personnel to assist with the evacuation of 1,857 households with a total of 4,474 people from inundated areas in Lang Son, Lao Cai, Nghe An, and Ha Tinh provinces. They also supported recovery efforts at two schools in Loc Ha commune, Ha Tinh Province.
In other regions, large-scale mobilization continued. Military Region 1 deployed over 4,400 troops and militiamen to aid disaster response, relocating 386 households from dangerous areas. Military Region 2 sent 11,160 officers and soldiers with vehicles to address flooding and landslides, move residents from unsafe areas, and search for missing persons. Military Region 3 mobilized nearly 2,200 personnel and vehicles to help Ninh Binh Province repair embankments and clean schools and government offices.

The General Staff of the Vietnam People’s Army issued Directive No.5634/CD-TM, urging military agencies and units to strictly implement instructions from the Party Central Committee's Secretariat, the Prime Minister, and the Ministry of National Defense to ensure timely response. Military regions were asked to direct provincial and municipal military commands and affiliated units to work with local Party committees and authorities to mobilize forces and vehicles to reach disaster-hit areas, focusing on search and rescue, supporting recovery, and evacuating residents from high-risk zones.
The Air Defense - Air Force Service and Corps 18 were placed on standby for aerial rescue operations and supply transport to isolated areas. The Vietnam Border Guard Command directed provincial units to urgently search for missing persons and help localities recover from storm damage.
In Cao Bang Province, heavy rain and whirlwinds triggered severe floods and landslides, leaving three dead, two injured, and two missing as of October 1. More than 1,700 homes were affected, including 1,376 heavily flooded houses, forcing thousands to evacuate. The provincial military command mobilized forces and equipment for rescue operations, evacuations, and recovery efforts.
Tuyen Quang Province also reported casualties, with one dead and five missing. The Military Command of Tuyen Quang province mobilized officers, soldiers and militiamen to support affected families, search for the missing, and secure roads and bridges damaged by flooding.

Military Region 2 inspected heavily affected areas in Lao Cai Province, deploying hundreds of troops from Divisions 316 and 355 to reinforce local forces. Their tasks included repairing homes and public facilities, restoring transportation, and assisting evacuations. The region also delivered two tons of dry rations to disaster-stricken communities while maintaining full readiness for unexpected developments.
In Thai Nguyen province, a three-meter section of dike collapsed, flooding residential areas. Over 100 troops and militiamen reinforced the structure using bamboo piles, sandbags, and tarpaulins. In Hanoi’s Minh Chau commune, rising water from the Red River cut off the area. The local military command activated emergency plans, mobilized residents to harvest submerged crops, reinforce livestock pens, and store essentials. By midday October 1, local militiamen had completed crop harvesting, while the Defensive Area Region 2 - Phuc Tho Command reinforced forces to ensure the safety of lives and property.
