To respond to and minimize the damage caused by Typhoon Bualoi, the Party committees and authorities of localities in Military Region 4 closely coordinated with the military, public security, and other functional forces to evacuate 14,496 households with 35,325 people to safe areas, and directed 23,099 vessels with 75,887 workers to anchor safely.

The Military Region 4 Command mobilized thousands of officers, soldiers, and militia forces with equipment to help residents reinforce houses, evacuate people and property, and harvest crops.

* In Ninh Binh province, heavy rain damaged the Hai Thinh 3 sea dyke embankment in Hai Thinh commune. On the night of September 28, the provincial Military Command mobilized more than 1,000 officers, soldiers, and militia to evacuate local residents and reinforced the dyke. On September 29, over 600 regular troops and nearly 1,000 militia continued reinforcement work. Prior to the typhoon’s landfall, the command had already assisted fishermen in moving aquaculture facilities ashore, evacuated 341 households with 870 people in Hai Thinh and Quy Nhat communes to safe places, and maintained strict duty regulations, kept updated about the storm’s path, and put its troops on readiness status.

* On September 29, the Organization Department under the General Department of Political Affairs issued a dispatch requesting political bodies of agencies and units at all levels in the military to strengthen Party and political work during storm response and recovery, coordinate closely with local authorities in evacuation and flood prevention, and promote information dissemination, and timely suggestions and commendation.

* On the night of September 28, two fishing vessels, BV-92756-TS and BV-92754-TS, with 13 crew members aboard sank off Bac Gianh ward, Quang Tri province after their anchors broke. Four crew members swam ashore safely, but nine remain missing. Hundreds of officers and soldiers from the provincial Military Command, border guard, and public security forces joined search and rescue efforts, supported by the Department of Search and Rescue under the General Staff, Viettel’s drones, and the Vietnam Maritime Search and Rescue Coordination Center with ship SAR 631.

* In Thanh Hoa province, on September 29, nearly 200 troops and militia reinforced a nearly 300m dyke section in Quang Phu ward, threatening over 10,000 households. At another site, heavy rain and tidal surges caused flooding at Thi Long River dyke in Ngoc Son ward, endangering over 1,700 households and large farming areas.

* In Nghe An province, floods in Mon Son commune submerged houses. Local border guard forces helped residents move belongings and guided them on safety measures.
