On September 27, a delegation from the Ministry of National Defense, led by Deputy Chief of the General Staff Sr. Lt. Gen. Huynh Chien Thang, inspected storm preparedness in Thanh Hoa province. He urged local armed forces to maintain strict duty regulations, ensure smooth communications, keep a close watch on the storm’s path, adjust plans, and prepare forces, vehicles, and supplies for timely and effective response.

Securing boats before Typhoon Bualoi approaches

To maintain communications, Thanh Hoa province has deployed over 300 satellite phones to vulnerable areas and worked closely with telecom providers to take response measures. More than 100 troops from the Thanh Hoa Provincial Military Command have reached landslide- and flood-prone areas to take action on request, while over 200 troops and militia from the provincial armed forces have been assigned to assist residents in harvesting crops before the storm. Hundreds of vehicles were pre-positioned to keep transport routes open.

In Cua Lo ward, Nghe An province, dark skies and heavy rains on September 27 signaled the storm’s approach. At Cua Lo anchorage area, hundreds of troops and militia helped fishermen secure boats and equipment. The ward’s militia force helped locals reinforce their houses and assisted vulnerable families. In coastal and mountainous areas, forces supported residents in strengthening homes, trimming trees, and guiding evacuations from landslide-prone sites.

In Ha Tinh province, heavy rains raised risks of flooding and landslides. Local authorities activated response measures, focusing on reinforcing dikes, relocating residents, and safeguarding property. At Hoi Thong dike in Dan Hai commune, hundreds of troops and locals worked in the rain to strengthen weakened sections. Plans were also set to evacuate about 1,700 people in the commune to safe shelters. By the end of September 27, nearly 2,500 troops and militia had been deployed to critical areas to assist residents.

In Quang Tri province’s Con Co Special Zone, expected to be hit first, armed forces supported schools and households in moving assets and reinforcing houses, while evacuating tourists. Over 300 residents were prepared for evacuation to shelters. Across the province, armed forces and authorities readied plans to evacuate 6,700 people from 152 high-risk zones, while also assisting in reinforcing homes, schools and harvesting crops.

Meanwhile, in Hue city, numerous troops helped residents secure homes and boats, relocating 119 households to safe areas. Sr. Col. Ngo Nam Cuong, Second-in-Command of Military Region 4, and and leaders from the city and the Municipal Military Command inspected preparations in the coastal areas in Phong Quang ward and at Radar Station 3511 under Regiment 351 of the Naval Region 3 Command. Local Party committees, authorities and armed forces units were promptly taking pro-active measures and have full readiness of personnel and equipment.
