The head delegate emphasized strict adherence to the “four on-the-spots” principle in disaster response, close coordination with local authorities, readiness to evacuate people from high-risk areas and carry out search and rescue operations on request.

In Quang Ninh, border guards deployed 30 boats and 120 officers and soldiers to guide fishing vessels and floating cages to safe anchorage. By the afternoon, 2,195 boats with 4,387 crew-members had reached safety. Border guards were determined not to allow anyone to remain in high-risk floating cages and watch stations during the storm’s landfall. On the land border, border posts worked closely with local authorities to prepare evacuation plans for vulnerable communities in mountainous and flood-prone areas.
Meanwhile, 500 officers and soldiers from the Nghe An Provincial Border Guard Command, supported by ships, boats, and vehicles, were on standby. As of 3 p.m. on September 23, 275 vessels with 1,274 crew-members had anchored safely, while nearly 2,000 other crew-members at sea were continuously updated on the typhoon’s direction.

In Ninh Binh, border troops coordinated with local authorities to guide 1,602 vessels with nearly 5,000 fishermen to safe shelters, while preparing evacuation plans for aquaculture farms and coastal watch stations. Border guard units also reinforced their barracks, maintained communications around the clock, and deployed rapid response forces. The Ninh Binh Provincial Border Guard Command formed three missions to inspect task implementation of its affiliates.
Division 324 under the Military Region 4 Command conducted inspections and practiced different scenarios on storm and flood response, search and rescue operations. Its troops maintained high combat readiness posture, closely followed weather updates and worked with local authorities to ensure safety in vulnerable areas.
