At the conference, delegates discussed the draft report on the implementation of military and defense tasks in the third quarter and directions and tasks for the fourth quarter of 2026, along with preparations for the upcoming conference.
General Nguyen Tan Cuong asked relevant agencies to finalize the draft report with specific figures and assessments highlighting the results achieved, while adding detailed appendices to demonstrate continuity with previous efforts. He also called for a close assessment of global and regional developments affecting Viet Nam and accurate forecasts of factors affecting military and defense affairs, while emphasizing the maintenance of domestic stability and efforts to promote double-digit economic growth.

Regarding combat readiness, he requested a review of existing reports and additional content on force structure and development, including the specific functions and tasks of combat forces, support forces and military enterprises. The use of weapons and technical equipment should also be assessed with a clear roadmap to meet the requirements of building a modernized military.
For training and exercises, the report should assess the direction of training and education, competitions at all levels, as well as major exercises, including those to protect the sea and islands and tactical exercises. Training results both at home and abroad should also be clearly assessed.
The defense leader also called for comprehensive assessment and implementation of measures to build a comprehensively strong Military Party Organization in terms of politics, ideology, ethics, organization, and personnel. The report should highlight Party and political work, policy activities, the implementation of the “500-day campaign to step up the search for, collection and identification of martyrs’ remains,” and military units’ participation in eliminating temporary and dilapidated housing for children of people who participated in the resistance war and were exposed to toxic chemicals.
Regarding logistics and technical services and the defense industry, he requested the clarification of capabilities to improve weapons and technical equipment, manufacture weapons and vehicles, and build ships.
