The general emphasized that education and training are of strategic importance to every country and nation, serving as both a goal and a driving force for national development. Developing education and training is aimed at building a high-quality workforce capable of meeting the country's development requirements in the new era.
In addition to domestic training, sending trainees abroad for education and training plays a vital role in developing personnel with advanced scientific and technical knowledge, thereby contributing to constructing and firmly defending the Socialist Republic of Viet Nam.
He requested the trainees to maintain their firm political stance, stay absolutely loyal to the revolutionary cause of the Party, continuously uphold the nobility of revolutionary soldiers, and take pride in the nation and the Vietnam People's Army as motivation for learning, training, and self-improvement. He urged them to strictly observe Vietnamese laws, the host nation laws, regulations on defense relations, and training institution rules.
He also emphasized fostering solidarity and mutual assistance in studying, working, and daily living, while strengthening friendly relations with international peers, demonstrating self-reliance, and fully utilizing every opportunity to focus their intellect and energy on study and research.
The general expressed his desire for the trainees to maintain strong resolve, overcome challenges, strictly adhere to discipline, and absorb advanced scientific achievements to apply effectively to future practical assignments. He voiced confidence that the selected trainees would successfully accomplish all assigned tasks.

At the conference, a representative of the trainees expressed great honor and pride in being selected for overseas training, emphasizing that this constitutes a sacred responsibility toward the Party, State, military, and people. The representative pledged to overcome all difficulties, take a proactive approach in learning and research, and fulfill all requirements and objectives of the training programs.
