In Thanh Hoa province, heavy rains on the night of September 17 and throughout September 18 across seven communes flooded five residential areas, which affected 687 households, and caused landslides at five points on traffic routes with a volume of up to 6,000 cubic meters of soil and rock. Local authorities mobilized 784 regular troops and militiamen, along with 20 boats and canoes, to evacuate 186 households (with 566 people) to safe areas.
Earlier, at 7:30 p.m. on September 17, at Hoang Truong fishing port (Hoang Tien commune, Thanh Hoa province), fast-flowing floodwaters from upstream swept away seven aquaculture rafts. Officers and soldiers of the Thanh Hoa provincial Border Guard Command coordinated with on-site forces to help locals pull these rafts safely to shore.
On September 18, heavy downpours continued to cause inundation and traffic congestion on many roads across 15 communes and wards of Ha Noi. Local authorities mobilized over 600 troops and militiamen to coordinate with other forces to relocate 345 households (1,317 people) in Tran Phu and Xuan Mai communes. Meanwhile, units assigned officers and soldiers to stand guard at deeply flooded and dangerous areas to set up warning lines, ensuring safety for the people. At 3:30 a.m. on September 18, a fire of unknown cause broke out at an approximately 10,000-square-metre waste treatment area of the Nghi Son waste-to-energy plant (Truong Lam commune, Thanh Hoa province). The office requested the Thanh Hoa provincial Steering Committee for Civil Defense to mobilize forces, including regular troops, police officers, and militiamen, along with 10 fire engines and two water tankers.
By 11:00 a.m. the same day, the fire was completely extinguished. Earlier, at around 8:00 a.m. the same day, a short circuit caused a fire at three rows of grocery kiosks in Kim Son market (Mao Khe ward, Quang Ninh province). Local authorities dispatched 135 troops and militiamen to join the firefighting efforts, successfully bringing the blaze under control at 9:40 a.m.
