At the meeting, delegates heard a report from the General Staff on the reorganization of defensive area commands into reserve infantry regiments. The General Department of Political Affairs (GDP) presented proposals for commendations and honorary titles for the National Defense Academy, the Military Technical Academy, and the Personnel Department under the GDP.

Following the reports, delegates discussed and provided opinions focusing on clarifying the current operational status of the regional defensive area command. Discussions reviewed achievements since the command officially began operations and during the process of assigning regular forces to commune-level military commands. Delegates also pointed out difficulties and shortcomings related to leadership mechanisms, coordination regulations among forces, routine operational activities, defensive area planning and development, and mobilization of resources to support local military and defense tasks.
Several opinions also highlighted challenges in building military potential within defense areas, as well as difficulties faced by defensive area commands in disaster prevention and response, search and rescue operations, handling non-traditional security situations, and advising local Party committees and authorities.
Regarding the proposed commendations and honorary titles for the National Defense Academy, the Military Technical Academy, and the Personnel Department, delegates agreed with the recommendations submitted by the GDP.
After hearing reports and discussions, General Phan Van Giang, on behalf of the CMC Standing Board, commended the General Staff for pro-actively coordinating with relevant agencies and units to study, develop, and finalize the proposal on reorganizing regional defensive area commands into reserve infantry regiments under provincial and municipal military commands.
Following careful consideration of the proposals and delegates’ opinions, the CMC Standing Board requested the General Staff to continue reviewing and adjusting the plan aimed at further streamlining organizational structures and personnel while supplementing commune- and ward-level military commands currently operating below authorized staffing levels.
General Giang instructed functional agencies and units to pro-actively study solutions and implement measures to ensure commune- and ward-level military commands are staffed in accordance with authorized personnel levels, enabling them to maintain stable operations and effectively fulfill both routine and unexpected missions.

Regarding commendation proposals, the CMC Standing Board approved the GDP’s recommendations to confer the title of Hero of the People’s Armed Forces upon the Military Technical Academy, bestow the Ho Chi Minh Order on the National Defense Academy, and award the First-Class Fatherland Protection Order to the Personnel Department.
In addition, the board assigned the Ministry of National Defense’s Emulation and Commendation Council to review and recommend awards of the titles Hero of the People’s Armed Forces and Hero of Labor to collectives and individuals meeting the required standards and conditions.
