The facility was presented as a gift by the Vietnamese MND.
The three-story building, comprising 24 rooms, began construction in late 2023. It replaces the former headquarters building after 33 years of use, helping improve the working conditions of military personnel, particularly by enhancing the efficiency of administrative operations at the Military Region 3 Command.

Expressing his gratitude to the Vietnamese MND, General Khieu Chhen, Secretary of State at the Cambodian MND, emphasized that the inauguration and official commissioning of the Military Region 3 headquarters building was a vivid testament to the wholehearted and sincere assistance provided by the Vietnam People's Army to the Royal Cambodian Armed Forces. It fully reflected the spirit of good neighbor, traditional friendship, comprehensive cooperation, and long-term sustainability between Cambodia and Viet Nam, for peaceful, stable, and prosperous development.
The building's official operation will importantly contribute to leadership, command, and management of the unit, particularly in the area of administration. The facility also serves as a bridge enabling young people and successive generations of young officers to continue preserving, nurturing, and further promoting friendship, solidarity, and cooperation across all fields and at all levels.

Addressing the ceremony, Sr. Lt. Gen. Nguyen Truong Thang emphasized that the headquarters building is one of the flagship projects that the two countries' MND have cooperated to implement in recent years. It is a vivid expression of solidarity and mutual support between the two States and the two militaries, reflecting the desire to work together with the Royal Cambodian Armed Forces to further strengthen infrastructure, improve working and living conditions for officers and soldiers, and, in particular, enhance the effectiveness of coordination and cooperation between Military Region 3 of the Royal Cambodian Armed Forces and its partner units in the Vietnam People's Army.
He voiced the Vietnamese MND’s hope that once put into operation, the facility would be used effectively, support command and management operations, and create favorable conditions for personnel of the Military Region 3 Command to perform their duties more effectively, thereby contributing to building an increasingly strong Royal Cambodian Armed Forces.
