Delivering an opening remarks at the exercise, General Phan Van Giang emphasized that the event continued the three countries’ tradition of friendship and demonstrated their strong commitment to coordinating efforts to address regional non-traditional security challenges, protect lives and property, and safeguard the peaceful lives of their people.

He noted that climate change, natural disasters, epidemics and environmental incidents have become global concerns. Strengthening civil defense capabilities is, therefore, not only an urgent task for each country, but also an important contribution to regional security.

General Phan Van Giang described the exercise as a valuable opportunity for the three militaries to exchange experience and improve coordination in responding to emergencies, incidents and cross-border disasters. He called on the exercise's steering committee to ensure that the exercise would follow the established plan, reflect real-world conditions and allow for flexible responses to emerging situations. Participating forces were urged to uphold discipline and responsibility, coordinate closely and ensure absolute safety for personnel and equipment. Support personnel were tasked with providing adequate training facilities, communications, cryptographic security, logistics and technical support.

He also called on the armed forces of each country to review the exercise, draw lessons and refine their response plans to strengthen command and control and practical disaster response capabilities. He encouraged participants to deepen their solidarity and consider the exercise an opportunity to learn more about the cultures and people of the three countries, further strengthening friendship among their armed forces and peoples.

The exercise comprised two phases, involving the Viet Nam People’s Army, with engineering, air defense and air force, chemical, communications, military medical and border guard forces playing key roles, alongside the Lao People’s Army and the Royal Cambodian Armed Forces.

The first phase focused on preparations for responding to a super typhoon, including establishing a joint command post, assigning missions and coordinating operations. The second phase involved practical response operations, including rescuing people in flooded areas, deploying a field hospital, conducting rescue operations at collapsed structures, and responding to incidents involving leaks and the release of hazardous chemicals.
