The monument symbolizes the close ties and solidarity between the peoples of Viet Nam and Cambodia during the resistance war against the American imperialists for national salvation.

Standing 4.24 meters tall, the monument is made of copper alloy and was created by sculptor Le Dinh Bao. Its upper section features the national flags of Viet Nam and Cambodia, set against a backdrop of indigenous architectural symbols, including pagodas and the sacred Naga serpent, reflecting the cultural bonds between the two peoples.
