The Vietnamese delegation was led by Deputy Prime Minister and Minister of National Defense General Phan Van Giang while the Lao delegation was headed by his Lao counterpart General Khamliang Outhakaysone.

The project, which is funded by Vietnam's Ministry of National Defense on the occasion of the third Vietnam - Laos Border Defense Friendship Exchange, includes a two-story office building and meeting hall, living quarters for officers and soldiers, a dining hall, kitchen, logistics warehouse, concrete access road, flagpole, training ground, main gate, and guard posts. The facility is scheduled for completion in November 2027.

Speaking at the event, Colonel Saksith Phichith, Deputy Commander and Chief of Staff of the Lao Border Guard Command, said the project would significantly improve working and living conditions for the officers and soldiers of Border Company 252 while strengthening coordination with units of the Vietnam People's Army.

A representative of the Bolykhamxay Provincial Military Command expressed appreciation for the support provided by Vietnam's Ministry of National Defense and pledged to work closely with relevant agencies and units to ensure the project is completed on schedule and to the highest standards. The representative also reaffirmed the commitment to further strengthening the great friendship and special solidarity between Laos and Vietnam while contributing to a border of peace, friendship, cooperation, and development.
