Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff, Deputy Head of Standing Agency of the Steering Committee 701, and Deputy Head of Steering Committee for Developing National Strategy on Education of Prevention of UXO-related Accidents, chaired the event.
In his opening remarks, Gen. Tan highlighted positive outcomes of the National Action Program on Overcoming Post-war Bomb and Mine Consequences (Program 504) in the 2010-2025 period. Awareness of UXO-related risks has been raised, resulting in significant reduction in UXO-related accidents. However, efforts remain fragmented, lacking a unified national strategy, coordination mechanisms, specialized personnel, and standardized documents.
To address this, the Ministry of National Defense (MND), in coordination with ministries, localities, international organizations, and experts, has drafted aforementioned national strategy.
The strategy sets long-term directions to protect lives, ensure sustainable development, enhance capacity at all levels, and equip the population with knowledge and skills to prevent accidents, aiming for a safe society free from UXO incidents, while supporting social welfare, national defense, and international integration.
The draft outlines objectives, viewpoints, and key tasks aligned with national socio-economic development goals. It emphasizes the leading role of state management agencies and close coordination among ministries and localities, while encouraging active participation from political and social organizations, foreign governments, and international partners.
The draft strategy consists of five parts and three stages. Specifically, by 2035, staff capacity are strengthened and education is expanded widely to heavily affected communities, ensuring 70% of residents in these areas and 100% of high-risk groups receive training. In the 2035-2045 period, all communes are able to organize their own programs with 100% of residents in affected areas included. By 2065, the goal of Vietnam free from UXO-related accidents is achieved, contributing to a a society of safety and sustainable development.

An overview of the workshop |
At the event, delegates agreed on the necessity of the strategy, its overall structure, and content, while discussing issues of feasibility, coordination, resource mobilization, and international best practices to improve implementation effectiveness.
