After the storm made landfall, it left thousands of houses un-roofed and ruined hundreds of others. Additionally, rains triggered by the storm caused landslides that buried about 100 households. The storm also damaged the traffic and electricity systems, sank a number of boats at sea, and affected thousands of people in Central provinces.
In this situation, the Ministry of National Defense (MND) has mobilized all available forces in and near the storm-hit areas to support locals in dealing with its consequences.
Accordingly, while the Ministry of Agriculture and Rural Development decided to send Ship KN-490 to the rescue of the missing fishing boats, the MND considered the possibility to use helicopters for the SAR mission.

Previously, on the morning of October 28, a mission of the MND lead by Deputy Director of the General Department of Politics Senior Lieutenant General Tran Quang Phuong, reached Phu Yen province to direct military forces in making efforts to mitigate the storm consequences.
In Da Nang city, the provincial Military Command mobilized 1,000 troops, three amphibious armored personnel carriers, 54 automobiles of all types and one ambulance for the storm consequence mitigation mission.
Helicopter Regiment 915 stationed in Tuy Hoa city of Phu Yen province has surveyed and located 16 sites for landing and take-off. The regiment has also allocated the number of Mi-8 helicopters for SAR operations upon request.
Air force Division 372 has also planned to employ seven rotary aircraft and 100 troops for SAR operations if road and waterway entries to isolated areas remain blocked.

The provincial Military Command of Quang Nam has deployed its task force including troops from the four organs and units of the command headquarters and armored and signal detachments among other forces in dealing with the storm consequences.
The provincial Military Command of Binh Dinh ordered 1,912 troops with vehicles, and made use of 165 canvas makeshift houses and 3,765 lifebuoys and jackets to help locals in dealing with the storm.
By the afternoon of October 28, units and localities under Military Region 5 had mobilized 3,550 troops, 165 automobiles, 50 canoes, more than 3,700 life jackets, nearly 1,800 lifebuoys for SAR operations. The forces have also coordinated with local authorities to help fortify office headquarters, schools, medical stations in key areas. They evacuated 83,200 households with more than 288,740 people to safe areas, called on 24,114 ships with 134,042 fishermen to seek shelters, and joined hands to help people overcome consequences caused by the storm and subsequent flooding.
