The Bao Lac Medical Center project is being built in hamlet 7, Bao Lac commune, on an area of approximately 3 hectares. According to the design, the center will include a full range of clinical departments and a treatment area with 110 beds. Its facilities and medical equipment will be invested in a synchronous and modern manner, with a total investment capital of VND 200 billion. The project is sponsored by Corps 20 (or Saigon Newport Corporation). The construction will be carried out by a contractor consortium comprising Company 29 under Corporation 319 of the Ministry of National Defense and Tan Cang Construction Joint Stock Company No.1 under Corps 20.

Once operational, the center will not only provide medical examination and treatment services, as well as healthcare protection and care for more than 80,000 local residents (over 80 percent of the poor or near-poor households belong to ethnic minority groups) in Bao Lac commune and neighboring communes, but also play an important role in enabling Cao Bang’s health sector to effectively implement national target programs on disease prevention and control. In addition, the project is expected to create momentum for social infrastructure development, attract medical professionals to work in the area, and contribute to socio-economic development while ensuring national defense and security.

In his directive speech at the ceremony, General Phan Van Giang affirmed that the construction of the Bao Lac Medical Center is one of the key activities under the plan to commemorate 85 years since President Ho Chi Minh returned to the country to directly lead the Vietnamese revolution (January 28, 1941 – 2026), and celebrate the 14th National Party Congress. This further highlights the political and historical significance of the project.

The defense leader requested that Corps 20 and the construction units uphold a strong sense of responsibility, pro-actively overcome difficulties, and translate political determination into concrete results. He stressed that construction must be organized in a scientific and rigorous manner, in the spirit of the “Quang Trung Campaign,” while strictly ensuring quality, technical standards, aesthetics, and absolute safety for personnel, equipment, and materials. The goal is to complete and hand over the project by November 20, 2026, so that it becomes a reliable healthcare address for both military personnel and civilians in the area.

General Phan Van Giang also called on the Cao Bang provincial Party Committee and People’s Committee to continue leading and directing departments, agencies, and local authorities to coordinate closely with Corps 20 and the construction units throughout the implementation of the project. He stressed that the consensus, support, and assistance of local Party committees, authorities, and the people, will be an important foundation for the project to be implemented smoothly, effectively, and in line with its set objectives.

On this occasion, the Central Military Commission, the Ministry of National Defense, Corps 20, Military Region 1, and Corporation 319 presented more than 500 gift packages to units, policy families, and poor households in the area.

The Ministry of Health presented 100 gift packages to disadvantaged students who have overcome difficulties to achieve good academic results. The Cao Bang provincial People’s Committee awarded certificates of merit to five households with outstanding achievements in land clearance work for the project.
