On behalf of the Party and State leadership, General Phan Van Giang congratulated Nam Dinh on its achievements in recent years, particularly in economic development, national defense and security, social welfare, and the new-style rural area building program. In 2024, Nam Dinh achieved an impressive economic growth rate of 10.01 percent, ranking 4th out of 11 provinces in the Red River Delta and 9th out of 63 provinces and cities nationwide. The province’s economic scale surpassed VND 113,329 billion, an increase of 14.78 percent compared to 2023.
Nam Dinh province has also effectively implemented social welfare policies, improved the quality of life for its residents, and maintained political stability and public order, creating a favorable environment for investment and business development.

General Phan Van Giang encouraged the province to build on its achievements and strive for breakthroughs in 2025. He expressed his hope that the province would achieve significant results, fulfilling the goals set by the resolutions of the Party congresses at all levels for the 2020-2025 term and the 13th National Party Congress. He urged Nam Dinh to provide better care for policy beneficiaries, revolutionary contributors, and impoverished families, ensuring that no one is left behind during the Tet (lunar New Year) festival.

On behalf of the Party, State, the Central Military Commission, and the Ministry of National Defense, General Phan Van Giang wished the Party Organization, authorities, armed forces, and people of Nam Dinh a joyful, safe, and thrifty Tet. He also encouraged the locality to make efforts to commemorate the 95th founding anniversary of the Communist Party of Vietnam and prepare for the upcoming Party congresses for the 2025-2030 term.
Earlier that day, General Phan Van Giang visited and offered incense to commemorate late Party General Secretaries Le Kha Phieu and Nguyen Phu Trong, late President Le Duc Anh; late Ministers of National Defense General Vo Nguyen Giap, General Van Tien Dung, General Doan Khue, and General Phung Quang Thanh; and late Chief of the General Department of Political Affairs General Chu Huy Man. He also paid respects to late Chiefs of the General Staff and Deputy Defense Ministers General Le Trong Tan and General Hoang Van Thai.

General Phan Van Giang expressed deep gratitude for the tremendous contributions of these late leaders to the national construction and defense cause. He noted that the Vietnam People's Army has overcome immense challenges, continuously growing and achieving victories thanks to the dedication, wisdom, and contributions of the late leaders.
Meeting with the families of these leaders, General Phan Van Giang inquired after their health and lives, encouraging them to uphold their family traditions and contribute to the national development.
