The locality features complex terrain, challenging transport, and a 30.8-km border with Laos. The commune comprises 2,481 households, with the Bru-Van Kieu ethnic group accounting for 68.5% and a poverty rate of 25.85% (623 households). At the event, the delegation updated residents on maritime and island situations, while urging ethnic minorities to abandon backward customs, preserve their cultural identities, and unite for economic development. On this occasion, the Coast Guard Region 2 Command presented 50 gift packages (worth VND 1 million each) to disadvantaged ethnic minority households.

That afternoon, the delegation worked in the coastal commune of Ninh Chau, which boasts 17.5km of coastline and an annual seafood output exceeding 4,000 tons. The program focused on disseminating laws on preventing illegal, unreported, and unregulated (IUU) fishing. The presenter analyzed the severe consequences for the seafood export industry if the European Commission’s (E.C.) “yellow card” is not lifted. Competent authorities that strictly observing regulations and absolutely avoiding encroachment into foreign waters are both the responsibility and the right of every fisherman. The delegation also presented 50 gifts to policy beneficiaries and disadvantaged fishermen, encouraging them to sustain their livelihoods at sea.

Speaking at the events, Senior Colonel Le Huy affirmed that the coordination between local authorities and residents is a crucial factor enabling the unit to successfully fulfill its missions of protecting sovereignty and enforcing laws at sea. In the first six months of 2026, units under the Coast Guard Region 2 Command have disseminated regulations to over 1,000 fishing vessels, coordinated in busting numerous drug and smuggling rings, and contributed over VND 3 billion to the state budget. To meet new requirements, the unit is receiving additional fisheries surveillance forces and expanding its maritime management area from Quang Tri to Gia Lai provinces.

The Political Commissar urged Ninh Chau fishermen to strictly observe the law and Kim Ngan residents to unite in stabilizing their lives. The official highlighted that the gifts reflect the affection and responsibility of Coast Guard troops, contributing to building a solid all-people national defense posture alongside the locality.
