The unit also distributed leaflets to help residents identify the schemes and tactics used by hostile forces so as to prevent hostile elements from sowing division within the great national unity bloc and undermining political security, social order, and public safety in border areas.
Defense-Economic Unit 4 is stationed across six border communes in Nghe An province, namely Na Ngoi, Muong Tip, Tri Le, Que Phong, Tien Phong, and Thong Thu. The remote and economically disadvantaged area stretches along 143.08 kilometers of border and is home to four ethnic groups: the H'mong, Thai, Kho Mu, and Kinh. More than 60 percent of local households are classified as poor or near-poor, while outdated customs, underdeveloped infrastructure, and difficult transportation continue to pose major challenges.
Recognizing the importance of the project on “the military’s participation in educating and mobilizing ethnic minorities to actively counter hostile forces’ schemes and tactics aimed at undermining the great national unity bloc in the new situation,” the unit’s Party Committee and chain-of-command incorporated its contents into their resolutions and action plans.
The unit has worked closely with local authorities and other forces stationed in the area to monitor developments and carry out the project through conferences, training courses, talks, cultural and sports exchanges, and mobile outreach teams. It has also stepped up legal education and efforts to counter hostile and wrongful views through local radio and television programs, online portals, and social media platforms such as Facebook and Zalo.
Since the beginning of 2026, Defense-Economic Unit 4 has disseminated legal information to over 3,000 people in villages across Na Ngoi, Muong Tip, and Tri Le communes. Besides legal education, the unit has organized free health check-ups, provided medicine, and presented gifts to the locals. These activities have not only raised citizens’ awareness of law compliance but also strengthened close-knit military-civilian solidarity.
