In his remarks, Sr. Lt. Gen. Truong Thien To asked Party committees, chains-of-command, and speakers to continue thoroughly grasping the Party’s guidelines and the State’s policies and laws on the sea and islands. He emphasized the need to help military personnel and people understand the historical and legal foundations affirming Viet Nam’s sovereignty over the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos, and to resolutely protect national sovereignty through peaceful measures based on international law.

He also called for renewed and diversified communication methods, greater use of information technology, digital transformation, social media and multimedia journalism to deliver information quickly, vividly and convincingly. Communications on the sea and islands should be closely linked to mobilizing contributions to the “For Viet Nam’s Sea and Islands Fund.”

Speakers across the military were urged to take the lead in countering wrongful and hostile views, develop sound arguments to expose distortions by hostile forces, effectively implement the motto of “using the good to drive out the bad,” and firmly safeguard the Party’s ideological foundation within the military.
At the conference, delegates heard three presentations covering Khanh Hoa’s marine economic development and future orientations; the current situation in the East Sea, the results of protecting national sovereignty over the sea and islands in the first half of 2026 and tasks for the coming period; and efforts to remove the European Union’s “yellow card” warning against Vietnamese seafood, along with the results of the “Viet Nam Coast Guard Accompanies Fishermen” program.

The conference provided speakers and political education personnel with information on the situation at sea and on the islands, sovereignty protection and law enforcement at sea. The information will help them advise Party committees, chains-of-command and local authorities on raising awareness and responsibility among military personnel and people, encouraging activities supporting the sea and islands, and building the “For Viet Nam’s Sea and Islands Fund.”

Before the conference, delegates visited Brigade 162 under Naval Region 4 and Submarine Brigade 189 to learn about training, combat readiness and living conditions of naval personnel, and visited several local landmarks.
