Officers, engineers and workers of Corporation 789 under the Ministry of National Defense, the project's contractor,  are at the construction site day and night, determined to complete the project on schedule.

Particularly, despite the challenging terrain, harsh weather conditions and numerous difficulties in transporting construction materials, the Thanh Hoa Provincial Military Command has reinforced the project with 120 officers and soldiers from Battalion 40 of Regiment 762 to directly support construction efforts and help ensure that the project stays on schedule.
