At the ceremony, the delegates recalled the glorious history and traditions of Regiment 1. On September 23, 1963, in U Minh base in Khanh Lam commune, Tran Van Thoi district (now U Minh district, Ca Mau province), the Party Central Committee and the Command of MR9 decided to establish Regiment 1, the first regular regiment of the Liberation Army of South Vietnam in the Southwestern Region. It was later renamed U Minh Regiment.

In its early days, despite of limited combat experience, and lack of weapons and materiel, troops of the regiment stood shoulder to shoulder with the people of the Southwestern provinces, demonstrating their determination and bravery in battles, and achieving significant victories. Regiment 1 was honored three times with the title "Hero of the People's Armed Forces" and received numerous prestigious awards from the Party and the State for their outstanding achievements in the struggle for national liberation and independence, implementation of international missions, and national defense cause.

On the occasion, the Minister of National Defense sent a congratulations letter to the leadership, officers, non-commissioned officers, and soldiers who have served and are currently serving in Regiment 1. The regiment was also awarded with the certificate of merit for their excellent performance in the 2021-2022 period, contributing to the military building, national defense, and the Fatherland safeguarding cause.
