Reportedly, in 2025, the Central Military Commission, Ministry of National Defense directed the whole military to strictly implement upper-level resolutions and successfully complete tasks assigned by the Government. Science, technology, and innovation activities were carried out with new approaches, focusing on breakthrough, strategic, and large-scale missions to resolve urgent issues in training and combat readiness. Numerous high-tech strategic weapons and equipment were successfully researched and manufactured.

Resources and technological infrastructure saw significant investment. The Ministry of National Defense’s Data Center began operations, with the military data network connecting all level 1, 2, and 3 units, and 95.6% of level 4 units. Digital transformation, Project 06, and "mass digital literacy" initiatives established 61 databases. Population data now supports border protection and IUU fishing combat, while all military hospitals launched electronic medical records.
Concluding the conference, Senior Lieutenant General Nguyen Van Hien urged steering committee members to drastically push agencies and units to execute science, technology, innovation, and digital transformation resolutions.
He directed units to formulate specific plans with clear personnel assignments, tasks, and timelines. He emphasized perfecting institutions and amending regulations on science, technology, and data management to remove bottlenecks and create an open yet secure legal corridor.

Priority must go to developing digital infrastructure, data platforms, and high-quality human resources for a modern military. Units should leverage the Ministry’s Data Center and accelerate shared database standardization. Enhancing AI and big data applications in command, training, and technical-logistics assurance is also vital. Furthermore, the military must train specialists in technology and cybersecurity, while creating mechanisms to attract talent and form research groups for new task requirements.
