General Phan Van Giang expressed his delight at the 75-year journey of traditional friendship between the two countries. Notably, following the official visit of Vietnamese Prime Minister Pham Minh Chinh to Poland in January 2025, leaders of the two countries agreed to lift the bilateral relations into a strategic partnership, creating a foundation for further cooperation, especially in the defense sector.

General Phan Van Giang highly appreciated the outcomes of the talks between the Secretary of State at the Polish Ministry of National Defense and Vietnamese Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien and acknowledged the positive progress in defense cooperation, particularly in delegation exchanges, training, U.N. peacekeeping, and defense industry.

The Vietnamese Defense Minister affirmed the Ministry of National Defense's commitment to directing agencies to implement existing agreements and enhance practical, effective defense cooperation between the two countries.

For his part, Secretary of State Pawel Bejda thanked General Phan Van Giang for receiving the delegation and conveyed the regards of Polish Deputy Prime Minister and Minister of National Defense Wladyslaw Kosiniak-Kamysz. He also expressed his belief that with the political determination, goodwill, and efforts of both sides, the Vietnam-Poland defense cooperation will continue to develop strongly.

* Previously, Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien held talks with Secretary of State Pawel Bejda at the headquarters of the Vietnamese Ministry of National Defense.

During the talks, Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of international relations; and persists in the “four no’s” defense policy and resolving all disputes at sea by peaceful means basing on international law. Regarding the East Sea (South China Sea) issue, Vietnam called on all parties to comply with the United Nations Convention on the Law of the Sea (UNCLOS) 1982 and the Declaration on the Conduct of Parties in the South China Sea (DOC), promoting the effective signing of the Code of Conduct in the South China Sea (COC).

Gen. Chien praised the positive outcomes of Vietnam-Poland defense cooperation, particularly in many fields, such as delegation exchanges, training, U.N. peacekeeping operations, and defense industry. He emphasized that the Vietnamese Ministry of National Defense is ready to welcome Polish officers to study Vietnamese language at the Military Science Academy and participate in international training courses at the National Defense Academy.

He proposed that both sides should continue to strengthen defense cooperation mechanisms, promote exchanges at all levels, and expand cooperation in training, peacekeeping operations, defense industry, military medicine, and young officer exchanges. He thanked the Polish side for providing scholarships for Vietnam and requested continued support for defense cooperation between Vietnam and the European Union (E.U.), as well as assistance in removing the European Commission (E.C.) yellow card on Vietnamese seafood exports.
