Upon arriving at the area, troops of Brigade 215 immediately cleared mud and unblocked drainage systems around the 60 flooded households. According to Colonel Nguyen Ba Huyen, Deputy Political Commissar of Brigade 215, together with helping people overcome the consequences of the flood, the unit closely coordinated with local authorities to provide free medical examinations, health consultations, and health care, as well as present gifts to policy beneficiaries and those affected by the flood.

On the same day, Regiment 1 of Division 324 under Military Region 4 worked with local authorities to clear mud at Hoa Binh market. The unit assisted 20 small business households in cleaning up and rearranging their goods. Meanwhile, troops were mobilized to help 20 needy people and policy beneficiaries clean their houses.

Colonel Dang Van Danh, Political Commissar of Regiment 1, shared that there were days when troops were nearly exhausted. However, amidst hardships and sentiments of the families and local authorities, they had more motivation to carry out their duties more effectively.

In Muong Xen commune, troops of Division 324 had to pump water into the area to re-liquefy the mud before they could push it out. Meanwhile, medical personnel of the unit and local authorities conducted dissemination activities to raise public awareness of disease prevention measures, disinfected water sources; and offered free health check-ups to people, among others.

Ensuring communications, restoring power grids

During the historic floods that hit highland communes, the electricity and telecommunications sectors also suffered significant damage. However, even at the peak of the flooding, staff of the units remained on-site to ensure the safety of the power grid and communication networks.

Since July 23, Viettel Telecom has activated roaming and network sharing, allowing users from all mobile carriers to connect via Viettel’s signal in isolated areas, meeting essential needs for communication and rescue and relief.

After the flood receded, officers and staff of Viettel Nghe An, together with reinforcement forces, quickly accessed isolated areas to address network issues. As of the July 31 afternoon, infrastructure restoration had been completed, ensuring stable communication services in flood-hit areas.

According to the information provided by Nghe An Power Company, after the flood, the company promptly established two rapid response teams with nearly 100 personnel, equipped with tools and equipment to repair the damaged power grid. By 17:00 on July 31, electricity had been restored to 900 transformer stations and power was back on for 102,702 customers. However, 29 transformer stations remained submerged and inaccessible due to disrupted roads, making it impossible to conduct inspections or repairs, and posing safety risks for restoring power. The staff are overcoming difficulties and working tirelessly to repair infrastructure and restore electricity to help local people resume their normal life.
