Military stands by people in hardships
On the morning of July 30, over 300 troops from Regiment 1 under Division 324 conducted a general cleanup at Hoa Binh Market in Tuong Duong commune. Major Le Van Minh, Deputy Chief of Staff of Regiment 1, said, “This is the lowest-lying area of the market, used for trading and slaughtering livestock. Carcasses of pigs, chickens, and ducks have been decomposing for 10 days, emitting a heavy stench. We had to apply various methods, including continuous disinfection spraying, to allow the troops to access and clean the site. The task is increasingly difficult and complex.”

With the aim of “quickly overcoming consequences to help locals stabilize their lives,” Regiment 1 has set a goal to complete the collection of sludge and waste, and assist business households in reorganizing and cleaning their goods by the morning of July 31, allowing the market to resume operation.
On the evening of July 30, a force of 70 troops from Brigade 215 (the Armored Corps), equipped with various tools and vehicles, arrived in Tuong Duong commune. Colonel Nguyen Phuong Nam, Second-in-Command Officer and Chief of Staff of Brigade 215, shared, “Our unit will help locals recover from the flood and coordinate with local authorities to present gifts and essential supplies to severely affected households.”
Also on July 30, more than 100 troops from Regiment 764 (the Nghe An Provincial Military Command) worked with the Border Post of Nam Can International Border Gate and the Command of Defensive Area Region 4 - Tuong Duong to clear mud and fallen trees, search for buried items, and support policy beneficiary families, lonely residents, and those suffering heavy losses.
All for flood-hit people
In the early morning of July 30, aid convoys carrying essential supplies like instant noodles, bottled water, canned food, rice, blankets, and clothes arrived in Muong Xen commune and other hard-hit areas in Western Nghe An province. In addition to material support, meaningful voluntary activities were also promptly organized, such as electrical appliance repair and free motorbike repair, to help residents rebuild their lives.

Present in Muong Xen since the afternoon of July 29, an appliance repair team led by Le Van Giap from Tan Ky commune set up a free repair station at the entrance of the Command of Defensive Area Region 4 - Tuong Duong. Giap said, “We learned from the news that many households in Tuong Duong, Muong Xen, and surrounding communes suffered extensive damage, especially to electrical appliances. So, I called on fellow members from our refrigeration repair association to help. Our team includes 50 members, using 20 pickup trucks and a large truck carrying generators and spare parts. We repair for free, and for severely damaged appliances, we coordinate with suppliers in other areas for replacements. On July 29 alone, we repaired hundreds of devices. We’ve decided to stay in the flood-hit areas until people’s lives return to normal.”
Similarly, a free motorbike repair service was operated at full capacity to assist locals. After networking on social media, Nguyen Ngoc Luu, a local mechanic, mobilized hundreds of volunteers nationwide. On the morning of July 30, over 30 members arrived in Muong Xen with tools and spare parts, ready to help.
My Ly commune is among the most heavily affected areas by the recent historic flooding in Nghe An. After the water receded, the local authorities and residents of My Ly received significant support from people across the country. According to local statistics, since July 24, the commune has welcomed 56 aid groups with donations totaling approximately VND 3.5 billion, mainly clothing, bottled water, and milk. These supplies have been delivered to villages despite complex road disruptions. However, due to transportation challenges, the commune prioritized distributing food and essentials, leaving a large quantity of clothing stored at the commune headquarters.

On July 30, a delegation from the Vietnam Border Guard Command, led by its Commander, Lieutenant General Le Duc Thai, visited and presented gifts to the military and civilians in Nghe An province. The delegation and accompanying units handed over 205 gifts (each worth VND 2.5 million) to severely affected households. The Nghe An Provincial Border Guard Command also presented 50 gifts to 50 households in need.
