At the meeting, delegates agreed that the review and revision of Circular No.31 aim to shorten procedures for soliciting opinions on demand for defense products; accelerate testing and the process of putting products into practical use at military units; update newly issued legal documents; and ensure that the regulations are closely aligned with the specific characteristics and practical requirements of the military, as well as the Law on Science, Technology and Innovation in 2025.

The draft new circular is expected to comprise four chapters and 24 articles. It focuses on simplifying procedures while ensuring rigor, clarity and ease of implementation, and maintaining comprehensive management of products throughout the research stage through a system of detailed appendices and standardized forms and guidelines.

Notably, the draft expands its scope to cover tasks involving the pilot production of defense products, as well as tasks related to the application and transfer of research results in science, technology and innovation that are managed or commissioned by the MND.

In his concluding remarks, General Nam requested that relevant agencies of the MND fully incorporate the delegates’ recommendations and urgently finalize the draft circular, ensuring compliance with the law and development orientations while meeting the requirements and missions of the military in the new situation.
