Lt. Gen. Le Quang Dao, Deputy Chief of the General Staff and head of the competition’s organizing committee, also attended.
Held over four days, the competition brought together 19 delegations with nearly 500 athletes and coaches. All participants strictly observed the competition regulations, demonstrated a strong sense of responsibility and determination, and strived for high results. Military Region 3 won the first place among military regions; Corps 12 took the first place among corps, services, and the Ha Noi Capital Command; and the Chemical Corps ranked first among corps and the Artillery-Missile Command.

At the closing ceremony, General Nguyen Tan Cuong praised the Department of Search and Rescue, the Chemical Corps, the Office of the General Staff, and leaders and commanders of relevant agencies and units for their close coordination in successfully organizing the competition.
Congratulating the participating teams, General Nguyen Tan Cuong said their achievements reflected the actual training and practice of agencies, units, officers and soldiers. The competition also provided valuable practical lessons for renewing training methods and improving advisory, leadership, command, direction and coordination capabilities in civil defense tasks to meet requirements in the new situation.
To further promote the military’s role as the core and pioneering force in preventing, responding to and mitigating the consequences of incidents, natural disasters and catastrophes, the defense leader requested Party committees and chains-of-command throughout the military to continue thoroughly implementing the Party and State’s directives and resolutions, as well as those of the Central Military Commission and Ministry of National Defense, on civil defense. He called for stronger communication and education to raise awareness among officers and soldiers of the military’s role and responsibilities in civil defense, identifying it as an important political task and a “combat mission in peacetime.”

Agencies and units were required to regularly review, adjust and supplement civil defense plans to ensure they match their missions and actual conditions; maintain readiness in personnel and equipment; pro-actively provide advice; and closely coordinate with local Party committees and authorities in responding to and mitigating incidents, natural disasters and catastrophes and conducting search and rescue operations promptly and effectively. They must also effectively implement the “four on-the-spot” approach while ensuring the safety of officers and soldiers, particularly those directly performing missions.
General Nguyen Tan Cuong also urged agencies and units to promote innovation, apply science and technology, and accelerate digital transformation to improve civil defense training. He stressed the need to focus on mobility and practical skills for individual soldiers, closely combine training with exercises, improve command and coordination capabilities, and enhance the ability to respond to incidents, natural disasters and catastrophes.
On the same morning, at National Military Training Center 4, General Nguyen Tan Cuong inspected K54 pistol shooting and physical fitness tests for officers participating in the Defense Competition for Strategic Agencies in 2026. Officers competed in K54 pistol shooting events 2 and 2b, involving rapid and accurate shooting at unexpectedly appearing and disappearing targets during the day, for officers under and over 45 years old. They also competed in freestyle swimming.
Commending the participants’ sense of responsibility and discipline, he requested officers of the Ministry of National Defense’s strategic agencies to continue implementing the “three excellences”: excellence in advisory work; excellence in command and direction; and excellence in training and military regulations. He also requested the competition’s organizing committee to strictly enforce regulations and ensure that assessments are substantive, objective, impartial and accurate, with absolute safety.
