The opening ceremony was attended by Senior Lieutenant General Nguyen Van Hien, Deputy Minister of National Defense, together with leaders of the General Staff, the General Department of Political Affairs of the Viet Nam People’s Army, various general departments, and strategic agencies.

Implementing Resolution No.1659-NQ/QUTW dated December 20, 2022, of the Central Military Commission on improving training quality for the 2023-2030 period and subsequent years, the Ministry of National Defense issued a directive to organize the competition for its strategic agencies. The objective is to evaluate the training and physical conditioning results of officers, non-commissioned personnel, and staff. This evaluation serves as a basis to enhance training quality, contributing to the successful fulfillment of advisory, directional, and guiding tasks for units across the military. Recently, strategic agencies have thoroughly grasped the directive and proactively organized practice sessions with the determination to achieve the best possible results.
In his directive speech, General Nguyen Tan Cuong emphasized that to meet the requirements of building the military and defending the Fatherland in the country’s new development era, officers and staff of strategic agencies must possess firm political stance, sharp strategic thinking, comprehensive knowledge, and the ability to handle situations swiftly and accurately. These qualities and capabilities are formed and consolidated through the studying and training process of each person, as well as via intensive training, self-research, and competitions.

To ensure the highest results, General Nguyen Tan Cuong requested the organizing panel and juries to strictly follow the plan and evaluate results in a substantive, objective, and accurate manner. He stressed the absolute prevention of negativity and strict adherence to safety regulations, particularly in shooting, physical fitness, drill regulations, and maneuvering events. The organization work for the competition must be rigorous and regular to set a benchmark for the whole military to follow. Participating personnel must strictly observe the regulations and make optimal efforts to overcome difficulties. Relevant units are required to thoroughly prepare all aspects, especially facilities, training grounds, examination rooms, accommodation, and medical services for the competitors.
The Chief of the General Staff noted that following the competition, agencies need to enhance coordination in performing tasks, build on their achievements, and address any shortcomings to implement remedial measures. This aims to improve the comprehensive training quality in military, political, logistical, and technical aspects for personnel, ensuring they continue to effectively perform their advisory, directional, and specialized guidance functions for military-wide units in the new context.
Immediately after the opening ceremony, General Nguyen Tan Cuong and leaders of the General Staff and the General Department of Political Affairs directed the drill regulations competition. According to the plan, the event runs from August 11 to 14, drawing the participation of over 3,000 officers and staff from 51 strategic agencies.
