In recent years, the Party Committee of the Department of Personnel has taken measures to thoroughly study and implement Party guidelines and regulations on personnel affairs, while proactively advising the GDP, the Central Military Commission (CMC), the CMC’s Standing Board, and the Ministry of National Defense (MND) on their implementation in line with specific military conditions. These efforts include proposing amendments and supplements to the Law on Officers of the Vietnam People's Army; drafting five decrees; issuing two regulations of the CMC, 11 circulars of the Minister of National Defense, and five guidelines of the GDP; and promulgating regulations on the leadership of personnel affairs by Party committees at all levels throughout the military.
In personnel evaluation and classification, the Department of Personnel has coordinated closely with relevant agencies to conduct objective appraisals and make recommendations, providing an important basis for personnel planning, appointment, transfer, rotation, training, professional development, and commendation.

The department has also proposed developing a database system and digital ecosystem to support digital transformation in Party and political work. The personnel sector has completed four software modules for personnel management, with the system interconnected from the MND to regimental-level units and equivalent organizations. The system ensures information security, cybersecurity, military secrecy, and confidentiality in personnel affairs, providing a foundation for analysis and strategic advisory work.
The session also discussed leadership and direction in implementing the Party's guidelines, resolutions, and regulations on personnel affairs and developing the personnel corps, contributing to stronger Party organizations, greater unity, and stricter discipline in personnel work.
Speaking at the event, GDP’s Vice Chairman Sr. Lt. Gen. Do Xuan Tung clarified key areas of the inspection and oversight plan, including personnel advisory work, position standards and evaluation criteria, personnel planning, transfers and rotations, personnel evaluation, records management, statistics, and digital transformation.

At the event, deputy head of the delegation Nguyen Long Hai praised the Party Committee of the Department of Personnel for its achievements in advising on and implementing personnel affairs, affirming its role as the military-wide strategic advisory agency for personnel work. He noted the department's experience in developing the personnel corps, attracting and effectively using talented personnel, building standards and evaluation criteria for different personnel groups, training and professional development, and protecting the Party's internal political security.
He asked the Party Committee of the Department of Personnel to provide additional information to finalize the report for the group's working program with the CMC’s Standing Board.
