In the letter, the defense chief recalled that in late October and November this year, many localities in the Central provinces from Ha Tinh to Lam Dong were consecutively hit by storms and floods, causing inundation, landslides, house damage and collapse, resulting in severe losses of lives and property of the State and local residents, and greatly affecting the livelihoods of those in the Central region.

In realizing higher-level directions on “Quang Trung Campaign” to build and repairs houses for flood-hit victims, Military Regions 4, 5, and 7 have demonstrated the spirit of “boldness, determination, and rapid action,” and the motto “wherever there are difficulties and dangers, there are soldiers;” promptly developed plans, mobilized forces, vehicles, and equipment, organized mobile construction and repair teams, and closely coordinated with local authorities to receive assignments and carry out the work.
He urged the troops, with the spirit of not stopping working even rains, to show high resolve to ensure that affected families have housing before the Lunar New Year 2026.
Also in the letter, the defense minister informed that to date, the whole military has built, repaired, and handed over nearly 400 houses to the people, ensuring absolute safety.

He emphasized that the CMC and MND place trust and hope that troops will continue to further promote revolutionary heroism, the “Determined-to-Fight, Determined-to-Win” tradition of the heroic Vietnam People’s Army, the noble qualities of Uncle Ho’s soldiers, and the spirit of solidarity and mutual support; coordinate and overcome difficulties, strive to excellently accomplish the mission before January 12, 2026, so that local residents quickly stabilize their lives and welcome the Lunar New Year 2026 in warmth and happiness.
