The whole military carried out science and technology, and innovation activities with new orientations and approaches. Science and technology tasks became more breakthrough-oriented, strategic, and larger in scale, directly addressing urgent issues in training and combat readiness. Many strategic and high-tech weapons and equipment products were successfully researched and manufactured.

Notable achievements included the operation of the data center of the MND in the North, the military data transmission network connecting 100% of level-1, level-2, and level-3 nodes; completion of 20,000 5G base stations; and the development of a dedicated mobile network for the MND; population data applied to border protection and fishing vessel management to combat illegal, unreported, and unregulated (IUU) fishing; and 100% of military hospitals carrying out electronic medical records.

In his concluding speech, Gen. Giang emphasized that to effectively carry out tasks related to the work in 2026, members of the Steering Committee, within their respective functions and areas of responsibility, must pro-actively and decisively lead and direct agencies and units to seriously and effectively implement higher level resolutions, conclusions, programs, and plans on making breakthroughs in science and technology, innovation, and digital transformation at national and military levels.

He stressed the urgent need to remove bottlenecks and barriers, unlock resources, and encourage science and technology development, innovation, and digital transformation. He also urged more investment in infrastructure and high-quality human resources for research and development of advanced and modern weapons and military equipment, and digital transformation. Priority should be given to investing in and effectively exploiting laboratories serving research on strategic technologies.

Gen. Giang also asked the military to focus on researching, mastering, and developing strategic technologies, foundational technologies, and core technologies, including artificial intelligence (AI), big data, blockchain, and the Internet of Things, ensuring autonomy in the research and production of advanced and modern weapons and technical equipment. Efforts should be concentrated on building shared digital platforms and specialized digital databases to form a digital ecosystem; relocating 100% of ministerial-level and specialized databases to the MND’s data center.
