The report highlighted both achievements and on-going challenges, such as delays in project implementation and disbursement of investment funds. While some issues stem from procedural regulations and the organization of file approval processes, the primary reason identified was the organization and management of projects by the units and investors themselves.

Additionally, the report of the Department of Barracks under the General Department of Logistics reviewed administrative procedures in basic construction, including the appraisal and approval processes for building designs, as well as the inspection of project acceptance during and after construction. The report indicated that some projects have experienced extended timelines from submission to approval compared to standard procedures. Furthermore, delays in project acceptance and quality inspections were noted due to administrative bottlenecks and contractor capabilities.

An overview of the event

The Department of Planning and Investment and the Department of Barracks proposed various recommendations for each specific phase to overcome these challenges, accelerate progress, and improve the quality of construction investment within the Ministry of National Defense.

Speaking at the event, Senior Lieutenant General Le Huy Vinh emphasized that administrative procedures in construction investment still face several bottlenecks and inconsistency, which hinder task execution. He urged agencies and functional units to strengthen coordination, propose revisions for more streamlined and unified implementation, and promote decentralization to reduce intermediate steps in the approval process.

The defense leader also called for continued pro-active efforts to simplify newly-issued procedures, avoiding repetitive approval stages while ensuring compliance with the law. He highlighted the need to effectively apply administrative reform and digital transformation in project evaluations to expedite progress in construction investment.
