Defense delegation studies border guard units' operations to build Law on Border Guard
PANO – A mission of the Defense Ministry on September 22 studied real situations and border guard operations at the Bat Xat Border Post and the Border Post at the Lao Cai International Border Gate under the Lao Cai provincial Border Guard Command for the building of the Border Guard Law.
According to Senior Colonel Hoang Huu Chien, Deputy Chief of the Staff of the Vietnam Border Guard Command, head of the delegation, the draft law will include seven chapters and 32 articles.
It stipulates tasks in managing and safeguarding the national border sovereignty; protecting the national interests, peace, security, socio-economy, culture, laws, natural resources, and environment in border areas; ensuring the implementation of the Vietnamese laws and international conventions on border and border gates in which Vietnam is a signatory; fighting against crimes and maintaining social order in border areas; managing and monitoring the entry and exit through the border gates; and conducting international border cooperation and border external affairs, contributing to building a borderline of peace, friendship, cooperation, and development.

The legislation will highlight the active participation of the border guard force in building defensive areas and defensive projects, being ready for search and rescue missions, strengthening the political system at the grassroots level, building the national unity bloc and a firm whole people's border guard posture in line with the whole people's defense-security posture in border areas.
In their speeches, representatives of the local government and relevant sectors and military units stationed in Bat Xat and Bao Thang districts and Lao Cai city of Lao Cai province underlined the necessity of the legislation and its issuance. They discussed and proposed several significant ideas to the building of the draft law.
Concluding the working session, Senior Colonel Chien acknowledged the delegates’ responsibility for and contributions to the debate, while asking relevant agencies to collect their comments to better the legislation.
