Participants reviewed and approved reports on emulation and commendation work and the Determined-to-Win Emulation Movement during the first half of 2026, as well as priorities for the remainder of the year. They also approved reports on military personnel management, the management and use of defense land, financial affairs, and mass mobilization in accordance with the CMC's leadership regulations. In addition, the commission reviewed the handling of key matters of the Standing Board of the CMC between January and June 2026.

Following the reports and discussions, General Phan Van Giang stressed that, in implementing the directives of General Secretary and State President To Lam, Secretary of the CMC, and the guidance provided by Party and State leaders earlier that day, the entire military must continue to strictly implement the Party's directives and resolutions and the State's laws and policies. He called for maintaining unity, adhering to fundamental principles, remaining closely aligned with practical requirements, and effectively carrying out key priorities to successfully fulfill all assigned missions. 

Looking ahead to the second half of 2026, General Phan Van Giang instructed the armed forces to continue implementing the principles of "two steadfast commitments, two accelerations, and two preventions," together with the guiding motto of the "Five strengths." He emphasized building a military that is politically, ideologically, and organizationally strong while strengthening political education, ideological leadership, and the determination of officers and service members.

He also called for improving research, forecasting, and strategic assessment capabilities to better advise the Party and the State on military and national defense issues, ensuring timely and effective responses to emerging situations while firmly safeguarding national sovereignty and territorial integrity. The military was instructed to remain pro-active in disaster prevention and response, search-and-rescue operations, continue organizational restructuring toward an elite, compact, and stronger force, and improve the quality of training.

General Phan Van Giang further directed the military to accelerate scientific and technological development, innovation, digital transformation, and administrative reform. He also called for effective implementation of defense diplomacy activities and thorough preparations for the Vietnam Defense Expo 2026.

The military was urged to actively carry out the theme, "Determination to research and produce advanced, modern weapons and equipment," continue implementing the "500-day campaign to promote the search, recovery, and identification of fallen soldiers' remains," and promote emulation movements throughout the military.
