The HACGAM aims to enhance cooperation among maritime law enforcement agencies from 22 member countries, and to build and strengthen capabilities to tackle non-traditional security challenges in the Asia-Pacific region.

To date, Vietnam has hosted HACGAM twice in Hanoi, in 2011 (HACGAM-7) and in 2021 (HACGAM-17).

HACGAM-21 is scheduled to take place from October 14 to 16 in Sydney, Australia. This high-level meeting will adopt the draft report from the earlier HACGAM-21 working-level meeting, covering key topics such as search and rescue operations, prevention and control of illegal maritime activities, marine environmental protection, capacity building, information sharing, and the selection of the host country for HACGAM-22 in 2026.

Addressing the event, Gen. Kien stressed that this mission carries important significance, reflecting the role and responsibility of the VCG in coordinated law enforcement, addressing non-traditional maritime security challenges, and ensuring maritime safety and security in the region.

He asked the delegation members to strictly adhere to Vietnam’s defense diplomacy principles, laws of both Vietnam and the host country, and state secrecy regulations during the task performance. They were also urged to be pro-active, responsible and supportive in task implementation, promote the positive image of the VCG  among international partners, and ensure absolute safety.
