Overview of the session

In 2026, Viet Nam - Russia cooperation in general, and cooperation within the framework of the Viet Nam-Russia Tropical Center in particular, have benefited from the guidance and strategic orientations of the two countries’ senior leaders. These were reflected in the Joint Statement on Further Strengthening the Viet Nam-Russia Comprehensive Strategic Partnership in the new period, issued during the state visit to Russia by General Secretary and President To Lam in September 2026. The two sides underscored the importance of continuing to support the center’s operations in conducting applied, fundamental, and marine research, including research using the Professor Gagarinsky scientific research vessel transferred by Russia in 2025. This has provided significant impetus for the center’s development and strategic orientation in 2027 and beyond.

Konstantin Ilyich Mogilevsky reaffirmed his commitment to expanding the activities of the Viet Nam-Russia Tropical Center, highlighting the high level of political trust and the active scientific research cooperation between the two sides. Regular sessions of the Intergovernmental Coordinating Committee for the Viet Nam-Russia Tropical Center have identified the center’s operational priorities and future prospects. Key milestones, including the handover of the Professor Gagarinsky vessel, joint research expeditions by scientists from both countries, the operation of the Biosafety Level 3 Laboratory, and scientific research training courses for Vietnamese personnel, have contributed to deepening bilateral defense cooperation.

For 2027, both sides agreed that the Viet Nam-Russia Tropical Center should take proactive and decisive action, focusing on developing programs and action plans and implementing the center’s development strategy through 2035. They also agreed to continue developing its organizational structure and human resources, as well as training personnel to meet the requirements of the new period.
