Maj. Gen. Luong Dinh Hung, Deputy Commander for Legal Affairs of the Viet Nam Coast Guard, chaired the conference.
First held in 2016, the Great Wall International Forum on Counter-terrorism takes place every two years. The forum has been held five times to date, with its scale, participation, and scope of discussion steadily expanding. Its focus has gradually shifted from specific counter-terrorism operations to issues involving unmanned technologies, intelligent systems, and capacity building for international counter-terrorism in the evolving security environment.

An overview of the conference |
This year’s forum is themed “Advancing Counter-Terrorism Cooperation and Jointly Safeguarding Our Beautiful Home."
This will be the Viet Nam Coast Guard’s first participation in the forum, marking an important milestone in expanding its international cooperation. The participation is expected to enhance the force’s standing and image while affirming its role in maintaining maritime security, order, and safety and addressing shared challenges at sea.
Maj. Gen. Luong Dinh Hung instructed the delegation to strictly adhere to the Party’s guidelines, the State’s policies on international cooperation, and regulations governing defense diplomacy. He also urged members to study the forum’s agenda and topics in advance, identify key issues for discussion, and determine which experiences could be applied to their professional duties.
The delegation was encouraged to actively exchange views on matters within the Viet Nam Coast Guard’s functions, responsibilities, and authority. Members were also instructed to maintain military discipline and proper conduct, and to communicate in a civilized, sincere, and open manner throughout the forum.
These efforts are expected to improve the quality of the force’s external relations and promote an image of the Viet Nam Coast Guard as a professional, responsible, and friendly partner in the international community.
