During the meeting, Gen. Chien informed the Russian side about the eighth Vietnam-Russia Defense Policy Dialogue and broader defense cooperation, including the cooperation within the framework of the Vietnam-Russia Tropical Center.
He emphasized that the comprehensive strategic partnership between Vietnam and Russia has become increasingly practical and effective across all fields. This was vividly demonstrated through recent high-level visits, including the visits to Vietnam by President Vladimir Putin in June 2024 and by Russian Prime Minister Mikhail Mishustin in January 2025.

He laid stress on Party General Secretary To Lam’s visit to Russia and his presence at the ceremony marking the 80th anniversary of the Victory in the Great Patriotic War in May 2025, during which Vietnamese contingent joined the Red Square parade. Attentively, during the Vietnamese Party chief’s Russia visit, both sides issued a joint statement on key directions in developing the Vietnam - Russia comprehensive strategic partnership, which highlighted the center as a bright spot of effective cooperation, contributing to the socio-economic development of both countries. The statement also reaffirmed their commitment to supporting scientific research by Vietnamese and Russian scientists and fostering technology transfer within the center’s activities.

The host affirmed that the common perceptions between the two countries’ leaders represented a high level of attention, creating favorable conditions for the center’s development. He also underscored the center’s significance in the two countries’ traditional friendship and comprehensive strategic partnership.
For his part, the Russian head delegate expressed profound admiration for Vietnam’s successful organization of the grand National Day celebration and deep impression of the fervent spirit and patriotism of the Vietnamese people.

He extended congratulations to the Vietnamese people on National Day, wishing Vietnam ever-increasing prosperity and strength, and the Vietnam People’s Army excellence and modernization.
He emphasized that the traditional friendship and the comprehensive strategic partnership between the two nations have continuously developed in an effective and substantive manner. Notably, defense cooperation has been a pillar in the bilateral relations. He suggested both sides further strengthen coordination across all fields, especially in scientific research, with the center serving as a prime example.

Recalling the participation of the Vietnam People’s Army contingent in the Red Square parade and the Russian contingent in Vietnam’s National Day grand parade, he stated that these activities demonstrated the great development in bilateral defense cooperation. He also stressed the need to continue fostering and promoting these initiatives to evolve into a regular cooperation mechanism.
During the visit, the Russian delegation toured the center’s hall of fame, wrote in the guestbook, and visited both the laboratory and mobile laboratory sponsored by the Russian Federation at the center.
