Co-chairs of the event were Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien and P. A. Kucherenko, Secretary of State and Deputy Minister of Science and Higher Education of the Russian Federation, who are heads of the Vietnamese and Russian sub-committees.
Russian Ambassador to Vietnam Bezdetko Gennady Stepanovich and leaders of some Vietnamese ministries and departments and Russian agencies and organizations attended the meeting.

The two sides agreed that over the past year, despite the influence and significant impacts of objective factors, the scientific and technological activities of the Vietnam - Russia Tropical Center have been implemented in accordance with the Resolution of the previous meeting of the Intergovernmental Coordinating Committee for the Vietnam - Russia Tropical Center, reaping remarkable results, holding scientific and practical meaning, practically contributing to the performance of military and defense tasks, economic development, and environmental protection.
In particular, the center has carried out 50 projects and two technical tasks in research directions, including tropical ecology, tropical materials and tropical biomedicine.
At the meeting, the participants approved the center’s scientific research plan for 2023. They suggested the center focus on building and perfecting the center development strategy by 2030, continue to strengthen cooperation activities on technology transfer of products in the fields of materials, biomedicine and tropical ecology.

The center was also advised to further attract the participation of organizations and research institutes, coordinate in building and effectively implementing scientific and technological programs.
Also at the meeting, the two sides reached agreement on the agenda for the 34th meeting.
