Sr. Lt. Gen. Nguyen Truong Thang hands over the President’s decisions to three Vietnamese peacekeeping officers.

The event was chaired by Deputy Minister of National Defense Sr. Lt. Gen. Nguyen Truong Thang and attended by Deputy Chief of the General Staff Sr. Lt. Gen. Phung Si Tan.

Among the three peacekeeping officers receiving deployment decisions, Colonel Luong Truong Vinh was appointed as Senior Liaison Officer and Chief of the Military Observer Office at UNMISS. The appointment marks the first time a Vietnamese military officer has been selected by the U.N. to serve in a senior leadership position within a U.N. peacekeeping mission.

Colonel Luong Truong Vinh, who is Deputy Head of the Field Operations Division of the Vietnam Department for Peacekeeping Operations, is a highly experienced officer who has previously served in both the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) and UNMISS. He was also the first Vietnamese officer recruited to work at the U.N. Headquarters in New York as a planning officer at the Force Generation Service of the U.N. Department of Peace Operations from August 2020 to August 2024.

Sr. Capt. Nguyen Huy Hoang was appointed to replace Lt. Col. Le Minh Thao as a Military Observer, while Sr. Capt. Do Tran The Anh succeeded Maj. Tran Viet Cuong in the same position.

Addressing the ceremony, Deputy Defense Minister Nguyen Truong Thang emphasized that the U.N.’s continued confidence in inviting Vietnam to nominate officers for key mission posts reflects international recognition of the capability, professionalism, resilience, and meaningful contributions of Vietnam’s peacekeeping force to global peace and security.

He instructed the three officers to prioritize safety and security throughout their deployments, remain vigilant under all circumstances, and strictly comply with the Party’s guidelines, State laws, military discipline, U.N. regulations, and the laws of the host country. He also urged them to demonstrate a strong political stance, a high sense of responsibility, and professional competence while promoting the image of Vietnam, its people, and the noble qualities of “Uncle Ho’s Soldiers.”

On the same occasion, certificates of merit were presented to two Vietnam People’s Army officers who had completed their assignments with the AOT. The MND also deployed two officers to Cambodia to replace Vietnam’s previous contingent serving with the AOT.

Assigning duties to the new AOT members, General Thang directed them to thoroughly implement the foreign policy of the Party and the State, as well as the directives of the Central Military Commission and the MND regarding participation in the AOT, while fully observing the laws of the host country.
