Senior Captain Nguyen Hai Chau, Deputy Chief of Staff of Naval Region 4, chaired the welcoming ceremony. The event was also attended by representatives from affiliates of the Ministry of National Defense, the Naval Service, the Khanh Hoa provincial Military Command, and Corps 20.

The visit aims to implement cooperation agreements between the Vietnamese and Russian defense ministries. It also actualizes the outcomes of the official visit to the Russian Federation by Deputy Prime Minister and Defense Minister General Phan Van Giang in May 2026. This activity contributes to consolidating the traditional friendship and promoting defense cooperation, particularly bilateral naval ties.

During their stay in Vietnam, the delegation is scheduled to pay a courtesy call on the Naval Region 4 Command and lay wreaths at the memorial for Soviet, Russian, and Vietnamese military personnel who sacrificed their lives for regional peace and stability. They will also engage in exchanges with the Naval Region 4 Command’s officers and soldiers and visit several historical and cultural sites in Khanh Hoa province.
