At the meeting, General Chien emphasized that bilateral defense cooperation between Vietnam and China, as well as between Vietnam and Russia, has always been recognized as one of the key pillars in Vietnam’s relations with both countries. This was especially reaffirmed by the upcoming state visit of Chinese President Xi Jinping to Vietnam in April 2025 and the official visit of Vietnam’s Party General Secretary To Lam to Russia in May 2025.

On this occasion, Senior Lieutenant General Hoang Xuan Chien expressed his sincere thanks to the two defense ministries for supporting and sending high-level delegations to participate in the 50th anniversary of the South Liberation and National Reunification Day. He affirmed that the Party, State, people, and the Vietnam People’s Army always highly value and remember the tremendous and effective support provided by China, the former Soviet Union, and today’s Russia in Vietnam’s struggle for independence and its cause of national construction and development.
Mentioning future cooperation, General Chien requested that the Chinese and Russian defense ministries continue to work closely and effectively with Vietnam’s Ministry of National Defense to enhance cooperation based on signed agreements, particularly in military history cooperation, which would contribute to further strengthening defense relations and deepening comprehensive strategic partnerships with both China and Russia.
During the meeting, General Chien noted that Vietnam plans to build memorial monuments at the Vietnam Military History Museum to honor and pay tribute to the advisors and military personnel from countries that provided assistance to the Vietnamese revolution, including China and Russia.
He requested relevant authorities in China and Russia to work closely to accelerate the construction of these memorial sites, which will serve as symbols of Vietnam’s lasting solidarity, gratitude, and respect for the international community, especially those countries that supported Vietnam’s revolution, thereby educating young generations on the enduring friendship and solidarity between Vietnam and the two nations.
Furthermore, General Chien stated that Vietnam would soon send invitations to the leaders of China and Russia, as well as the defense ministers of both countries, to attend a ceremony marking the 80th anniversaries of the August Revolution and National Day in Vietnam.

Senior Colonel Jiangbo, Chinese Defense Attaché to Vietnam, and Colonel Govorov Alexey Arkadievich, Russian Defense Attaché to Vietnam, acknowledged Vietnam’s initiative to build memorial monuments to honor the advisors and military personnel who contributed to the Vietnamese revolution. They both promised to report back to their countries about this initiative.
Colonel Govorov Alexey Arkadievich added that the proposal to build the memorial monument had already been submitted to the Russian Defense Minister, who highly appreciated Vietnam’s initiative. He stressed that Russia always values the traditional friendship between Vietnam and Russia, which has been tested over time.
Meanwhile, Senior Colonel Jiangbo also highly appreciated Vietnam’s initiative and thanked Vietnam’s Ministry of National Defense and Senior Lieutenant General Hoang Xuan Chien for their efforts in restoring and maintaining cemeteries for Chinese war martyrs in Vietnam.
